The Story of Kutmanaliev: From First Flights to the Rank of General. Archival Materials

The Ministry of Internal Affairs of the Issyk-Kul Region celebrated the 100th anniversary of the birth of General Adzhike Kutmanaliev in 2019, preparing a series of materials based on archival data. In 2026, this outstanding individual would have turned 107 years old.

In honor of this significant date, numerous festive events were organized in the fall of 2019, dedicated to Major General of Internal Service Adzhike Kutmanaliev, who headed the Ministry of Internal Affairs of the Issyk-Kul Region from 1976 to 1981. In his honor, one of the streets in Karakol, where the administrative building of the local police is located, was named after him. This facility was built at his initiative, and a museum dedicated to his life and activities was also opened in the city.

Some facts from the general's biography were compiled in the book "Glorious Path," published by his children – Jirgal and Azamat Kutmanaliev, based on their father's manuscript. However, many other aspects of his biography remained a secret for almost half a century.

Adzhike Kutmanaliev, born in 1919 in the collective farm named after Zhdanov in the Chui region of the Frunze region of the Kyrgyz SSR, grew up in a peasant family. In 1935, after finishing primary school, he went to Tokmok to continue his education and enroll in preparatory courses at the workers' faculty.

As A. Kutmanaliev later recalled, his height became a reason for scrutiny from the admissions committee. He even cried out of fear that he might not be accepted. Fortunately, at that moment, a tall man with curly hair approached the committee, who later turned out to be the director, Nechayev. Thanks to him, Adzhike managed to enroll in the workers' faculty and change his fate.

After the adoption of the new Constitution of the USSR in December 1937, A. Kutmanaliev came of age and could participate in the first elections to the Supreme Soviet of the USSR. In Tokmok, the famous pilot Valentina Grizodubova was running for election, who in October 1937 set five world aviation records for women.

Grizodubova, who arrived at the rally, performed several demonstration flights in a biplane, and A. Kutmanaliev was fortunate to be on board her aircraft. This event left an indelible mark on his memory and inspired him to dream of becoming a pilot.

After completing the Workers' Faculty, he enrolled in an agricultural institute. In 1940, while in his second year, he decided to try to pass the medical commission to enroll in a flight training institution, but he was unable to do so. Nevertheless, he continued his studies and actively engaged in sports. That same year, the young Kutmanaliev was selected as part of the delegation from the Kyrgyz SSR to participate in the celebration of Physical Culture Day in Moscow.

The delegation of 200 people trained under difficult conditions at the agricultural institute in Frunze. The training was conducted under the guidance of sports master Nikolai Lipatov, and each republic had to present its achievements in 7 minutes.

On July 21, 1940, the Kyrgyz delegation performed on Red Square in honor of Physical Culture Day. That day, A. Kutmanaliev saw I.V. Stalin and other leaders of the country for the first time. He remembered the address where they lived and how warmly the Muscovites welcomed them.

In 1942, after graduating from the agricultural institute, A. Kutmanaliev was assigned to work in Chon-Alay, in the village of Irkeshtam, where he met the first Kyrgyz general, Isakbek Moniev. This meeting became a turning point in his life and career.
