How the Fight Against Drugs Began in Kyrgyzstan: The Case of 1937 in Karakol

In the book "Drug Situation: Analysis, Diagnosis, Prognosis," Lieutenant General of Police and Doctor of Law Bolotbek Nogoybaev shares a story about the arrest of a resident of Przhevalsk (now Karakol) with a large batch of drugs. 

This event took place in 1937 when N.D. Bey, who had multiple previous convictions, was arrested with 20 kg of opium and a significant amount of cash. 

At that time, the fight against drugs was assigned to the Service for Combating the Theft of Socialist Property; however, Nogoybaev notes that the tasks of uncovering drug crimes also remained with other agencies of the NKVD, MGB, and the Ministry of Internal Affairs of the USSR. 

Bolotbek Bedribekovich Nogoybaev was born on November 10, 1955, in the village of Telman, located in the Panfilov District of Chuy Region. He began his career in law enforcement in 1976 as a regular police officer and eventually rose to the position of Minister of Internal Affairs. He also headed the Drug Control Agency in Kyrgyzstan twice. Nogoybaev passed away in December 2016.
