The Bailiff Service commented on the incident between citizens in Osh

The enforcement service, which is subordinate to the General Prosecutor's Office, commented on a recent incident related to a conflict between citizens in Osh. Details of the conflict were revealed in the official statement of the agency.

The agency noted that the conflict arose during enforcement proceedings initiated based on a court order from the Kara-Suu District Court dated February 28, 2020. This order concerned the collection of alimony from citizen S.E.A. in favor of I.A.A. Both parties arrived at the city department of enforcement officers to verify the debt, which currently amounts to 51,737 soms.

As a result of the debt verification, the service did not record any unlawful actions or conflict situations. The parties left after the procedure was completed, and the entire incident that led to the dispute occurred outside the department's premises and was unrelated to the work of the service's employees.

However, on February 11, 2026, law enforcement agencies initiated a criminal case regarding the use of physical violence, classified under Article 131 Part 2 Item 3 of the Criminal Code, which relates to causing less serious harm to health. A forensic medical examination confirmed that the victim sustained injuries categorized as "less serious." The ruling to initiate the case was sent to the prosecutor of the city of Osh, who took it under control for further supervision.

A resident of Osh, I.A., born in 1993, reported that on February 11, she approached the enforcement officers regarding alimony from her ex-husband. She explained that after 12 years of living together, due to domestic violence, they separated 3.5 years ago. They have three daughters, and recently her ex-husband stopped showing interest in the children. When I.A. raised the issue of alimony, her ex-husband stated that he was renouncing the daughters, to which she replied that he should formalize the renunciation with a notary. After that, he came with a friend who suggested going outside to talk, assuring her that the man would not renounce his children.

Outside, as I.A. recounted, her ex-husband suddenly attacked her, kicking her from behind, causing her to fall down the stairs. He continued to beat her, but fortunately, other women nearby intervened and helped her. After the incident, I.A. was hospitalized, where it was discovered that she had a broken coccyx and a back injury. If the tests are within normal limits, she will undergo surgery. She noted that she had previously experienced violence from her husband but had not reported it to the police. However, after the last incident, she decided to file a complaint. I.A. expressed concerns that the police did not detain her ex-husband.

The press service of the Osh City Department of Internal Affairs reported that a protection order was issued to the victim. Information that on February 11 at 18:10, the department received information from a doctor at the Osh City Hospital that I.A. sought medical assistance for bodily injuries was registered as a case of domestic violence, and an investigation was initiated. In her statement, the victim indicated violence from her husband. A forensic medical examination was appointed to determine the severity of the injuries.

Police officers took I.A.'s ex-husband, S.E., born in 1991, to the Ak-Buura Police Department for questioning. The investigation is currently awaiting the conclusion of the examination, after which necessary procedural decisions will be made.
