Reviewing the upcoming reforms and priority areas, Marlen Mamataliev emphasized that digitalization will become one of the main focuses of the activities of the Jogorku Kenesh. He noted: “I have found that the implementation of digital technologies in the President's administration significantly accelerates the decision-making process, which, in turn, increases overall work efficiency. It also allows for a more rational use of human resources and saves budget funds. For example, in 2024, thanks to digitalization, 1 billion 205 million soms were saved. These funds can be directed towards the construction of social facilities and increasing pensions and benefits. Now similar measures should be implemented in parliament.”
As part of his proposals, Mamataliev emphasized the need to reduce paper usage in document circulation and legislative activities. In the near future, each deputy will be provided with a tablet that will allow them to receive all necessary information in digital format. “The tablet will have four folders: the first for materials from the meetings of the Jogorku Kenesh, the second for materials from the relevant committees, the third for meetings of deputy groups, and the fourth for information on various issues. All data will be provided in advance, which will enhance work efficiency and allow deputies to prepare for events, wherever they may be,” the speaker clarified.
Additionally, Mamataliev stated the need for the participation of representatives from the Cabinet of Ministers in the meetings of relevant committees. “Since various questions may arise during meetings, we plan to invite more officials. In the future, heads of state agencies will be able to participate in meetings online,” he added.
It was also mentioned that conditions will be created for online meetings between deputies and voters in the regions. To improve the comfort of visitors to the Jogorku Kenesh, the opening of five public reception offices for deputy groups and a room for mothers with children is planned.
