On February 23, during a high-level meeting of the disarmament conference in Geneva, the Minister of Foreign Affairs of the Kyrgyz Republic, Jeenbek Kulubaev, delivered a speech. According to a press release from the Ministry of Foreign Affairs of the Kyrgyz Republic, this is the first participation of Kyrgyzstan in such an event in its entire history.

In his address, the minister noted that global security is currently undergoing serious transformations, which is manifested in the increasing distrust between states, the weakening of existing treaties, and the rapid growth of military technologies that outpace international legal norms.

Kyrgyzstan expressed particular concern regarding the expiration of the START III Treaty, as well as the absence of a new mechanism to promote strategic stability and deterrence among nuclear powers. The minister also touched upon the crisis in the European security architecture and the decrease in confidence-building measures, calling on all parties to reconsider their approaches to prevent new conflicts.

Speaking about Kyrgyzstan's commitment to the complete renunciation of weapons of mass destruction, he reminded of the country's upcoming accession to the Treaty on the Prohibition of Nuclear Weapons in 2025. Jeenbek Kulubaev confirmed support for the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and non-proliferation efforts, emphasizing that Kyrgyzstan will actively advocate for peaceful coexistence without nuclear weapons.

The minister highlighted the importance of nuclear-weapon-free zones as spaces of trust and a means to reduce global risks. In this context, he announced Kyrgyzstan's initiative as a depositary and one of the founders of the Treaty on a Central Asian Nuclear-Weapon-Free Zone, aimed at strengthening the institutional framework and expanding cooperation with the UN.
