The Ministry of Internal Affairs of the Russian Federation clarified the rules for using cars with Kyrgyz license plates in Russia

Recently, there has been an increased flow of cars registered in Kyrgyzstan on Russian roads.

It has been noted that often Russians, rather than citizens of Kyrgyzstan, are behind the wheel of such cars. Online, there are actively posted advertisements about the "profitable" import of cars from Kyrgyzstan through various schemes, including temporary registration in the republic or the issuance of a general power of attorney to a citizen of Kyrgyzstan.

According to statements from the Russian Ministry of Internal Affairs, vehicles registered in the countries of the Eurasian Economic Union can legally participate in road traffic on the territory of Russia, provided that current laws are followed.

“To be allowed to participate in road traffic, a valid OSAGO insurance contract must be in place, which specifies the driver's name. Cars registered in EAEU member states, including the Kyrgyz Republic, can be used in Russia without the temporary import regime,” the Ministry of Internal Affairs reported.

Furthermore, if a car is intended for permanent use in Russia, it must be registered with the State Traffic Safety Inspectorate. This procedure will require an electronic vehicle passport marked as "valid".

The agency also commented on the situation with cars registered under foreign plates and driven by proxy. “Such cars can legally move around the territory of Russia, and the driver operating the car based on a power of attorney does not need to have it registered with local divisions of the State Traffic Safety Inspectorate,” clarified representatives of the Ministry of Internal Affairs.

However, the ministry warns that all property risks associated with the possible cancellation of the power of attorney or claims from the owner are borne by the person who is actually driving the car.

It is also recommended to carefully check all documents for the vehicle before using it to avoid potential legal issues and misunderstandings.

It is important to remember that different regions of Russia may have their own specifics regarding the registration and operation of cars with foreign plates. Therefore, it is advisable to familiarize oneself with local legislative norms before traveling.
