The investigation against Munarbek Saipidinov, detained by the Ministry of Internal Affairs, is complete — he has been charged.

The court has extended the detention period for Munarbek Saipidinov until May 14, 2026. This was reported by the press service of the Osh Regional Court, specifying that the preventive measure was extended in accordance with the court's decision.

Initially, the hearing for Saipidinov's case was scheduled for March 4, 2026, however, according to the regional court, it has been postponed to March 18 due to the absence of witnesses.

The case is being heard by the Kara-Suu District Court, and the charges against Saipidinov are based on several articles of the Criminal Code, including Article 41 Part 2 (types of accomplices in a crime), Article 336 Part 2 (corruption), and Article 261 Part 2 (creation or participation in an organized group).

In early August 2025, the Ministry of Internal Affairs reported the detention of M.S. in Russia, after which he was extradited to Kyrgyzstan on August 7. It has been established that he is involved in the illegal transfer of state-owned land plots in the Kara-Suu District.

According to the Ministry of Internal Affairs, since 2014, M.S., along with several officials from the Savay Ayil Okmotu, as well as employees of the State Agency for Land Resources and private individuals whose names are yet to be determined, has been implementing criminal schemes for profit. During the investigation, it was revealed that the mentioned individuals illegally removed significant land plots from state accounting, causing serious damage to the state.

A criminal case was initiated under Article 336 (corruption), and M.S. was charged in absentia with a preventive measure of arrest.

In August 2021, Turmush reported on the termination of the case against the former head of the Savay Ayil Okmotu, Munarbek Saipidinov. The press service of the Osh Regional Court confirmed that on June 21, 2021, the Osh City Court terminated the proceedings in the case.

On January 11, 2021, Saipidinov was summoned for questioning at the GKNB in Osh, and soon after, he was detained in the GKNB detention center for 48 hours. Pre-trial proceedings were conducted under Article 320 (abuse of office).

In November 2020, Turmush reported that law enforcement agencies had begun an investigation in two ayil okmotu of the Kara-Suu District, where Saipidinov indicated a search in his home.

Later, the press service of the GKNB reported that operational activities were conducted as part of an investigation into the creation of an organized group (Article 248 Part 1 of the Criminal Code), aimed at identifying criminal activities and preventing the influence of criminal elements on the socio-political situation in the region.

It was also established that during the construction of a sports hall in the village of Savay, the volumes of work were inflated, resulting in damage of over 1 million soms, and M.S. along with other responsible individuals commissioned the facility with poorly executed work.
Later, the press service of the Osh Regional Court informed Turmush that the first instance court made a decision on the preventive measure concerning Saipidinov, taking into account his permanent residence, full compensation for material damage in the amount of 1 million 33 thousand 700 soms, and family circumstances.

Munarbek Saipidinov is the “okul bala” of the former deputy chairman of the State Customs Service, Rayimbek Matraimov, which he confirmed. In March 2016, he became the head of the ayil okmotu, and in the elections to the Jogorku Kenesh on October 4, 2020, his name appeared on the lists of the "Mekenim Kyrgyzstan" party (No. 126).
