The Ministry of Construction of Kyrgyzstan provided the following clarifications regarding the construction in Orto-Say:
According to a report from the Tash-Töbö Ayil Okmotu published in 2018, the cemetery has been declared closed. This served as the basis for reviewing the project materials and issuing the construction permit, which began in 2024.
It is also reported that according to sanitary regulations, a sanitary protection zone of at least 50 meters is required for closed cemeteries.
Topographic measurements showed that the distance from the construction site to the cemetery is about 60-70 meters, which refutes the information about 30 meters circulated on social media.
Furthermore, the public is concerned about rumors regarding the reuse of the previously closed cemetery. It is important to note that questions about the status of the cemetery and its use fall under the jurisdiction of local authorities.
The Bishkek Main Department of Architecture and Urban Planning, when issuing construction permits, relied on the existing documents and legal norms at the time of their review.
