A man showed a driver's license in the name of the former head of the State Committee for National Security after stopping his tinted car.

In Karakol, the court has completed the proceedings in the case of the theft of a driver's license issued in the name of another person, which, as it turned out, belonged to the former chairman of the State Committee for National Security (GKNB) of Kyrgyzstan.

According to data from the State Register of Judicial Acts, charges were brought against Talant [name changed T.D.T.], who, despite having the means to lead a lawful life, committed a crime against the order of governance.

In early June 2025, while at home, he found in his father's car, T.T., a driver's license issued in the name of another person. After asking his father to explain where they got this document, Talant learned that the license belonged to a close friend of his father — the former chairman of the GKNB, and had been accidentally left in clothing gifted in 2011.

The investigation concluded that Talant, upon realizing the value of the document, intentionally decided to steal it and use it to mislead law enforcement in order to avoid administrative responsibility.

Being aware that the driver's license did not belong to him and recognizing its importance, Talant intended to use it to gain unlawful advantages over the police.

Once, when his car was stopped on Toktogul Street in Karakol, patrol service officers suspected him of violating regulations related to the illegal installation of tinted film on the front side windows. Taking advantage of the situation, Talant presented the stolen license to the police, which misled them.

He also claimed that the car belonged to one of the sons of the former head of the GKNB and requested not to draw up a report. However, thanks to the prompt response of national security officers, his actions were thwarted, and the license was seized.

As a result, the investigative authorities established that Talant committed crimes as stipulated in parts 1 and 2 of Article 381 ("Theft of a document, seal, or stamp") of the Criminal Code of the Kyrgyz Republic.

During the investigation, an agreement was reached between the parties regarding a plea of guilty, under which Talant did not contest the charges and the evidence of guilt.

This agreement was approved by the investigative court of Karakol. At the court hearing, the prosecutor, noting the reached agreement, requested to find Talant guilty and impose a fine of 400 calculation indicators (40,000 soms).

The Karakol City Court, having examined the case materials, found Talant guilty under parts 1 and 2 of Article 381 of the Criminal Code and imposed a fine of 40,000 soms in favor of the state.

The court also changed the measure of restraint for the accused from detention to house arrest until the verdict comes into legal force.

Furthermore, the court ordered the return of the driver's license to the former head of the GKNB.

The verdict is not subject to appeal regarding the unexplored materials of the case; however, it can be appealed in the appellate order to the Issyk-Kul Regional Court within 30 days from the date of its issuance.
