Kyrgyzstan updates sanitary protection rules and action plan for 2026–2030

The Ministry of Health of the Kyrgyz Republic has presented a draft resolution regarding the sanitary protection of the country's territory and a comprehensive action plan to prevent epidemics for 2026–2030. This document has been put forward for public discussion.

Deputy Minister of Health and Chief Sanitary Doctor Ryspek Sydygaliev noted on the air of Birinchi Radio that the document is being developed in accordance with the Constitution of the Kyrgyz Republic and the law on the protection of citizens' health, as well as the fundamental law on public health adopted on January 12, 2024. All sanitary epidemiological services in the country operate based on this.

Sydygaliev also reminded that the Republican Center for the Prevention and Control of Particularly Dangerous Infections operates in the republic, where sanitary quarantine points are organized at the border. In the event of outbreaks of quarantine infections, temporary sanitary control points may be established. The main task of the public health law is the prevention of both infectious and non-infectious diseases.

According to him, in 2025, there were no major outbreaks of infectious diseases such as anthrax or tularemia. However, some infectious diseases remained under the control of the sanitary epidemiological service.

He added that the draft resolution had previously been approved by the Prime Minister of the Kyrgyz Republic, but due to changes in the cabinet of ministers, the document underwent updates. In light of the 2020 pandemic, new measures to tighten control at quarantine points were included in the draft.

The aim of the new project is to implement the law of the Kyrgyz Republic on public health, which regulates sanitary protection against the importation and spread of quarantine and particularly dangerous infectious diseases.

The global situation, including new infectious diseases such as COVID-19, as well as the threat of using dangerous pathogens for terrorist purposes, underscores the need for comprehensive interaction among various services in the field of sanitary protection. This concerns not only the Ministry of Health but also other state structures.

Sydygaliev noted that effective work requires the development of a joint interaction mechanism between the ministries of health, emergency situations, internal affairs, and other key agencies.

"Thus, we have formed this comprehensive plan of anti-epidemic measures, which will be aimed at organizing and conducting joint actions in the event of emergencies related to quarantine infections," he added.

According to the chief sanitary doctor, the adoption of this document will not require changes to other regulatory acts and will not entail additional costs.

"The project has been on the department's website for five days now. Within 14 days, we are ready to consider proposals and comments from the public," he concluded.
