As part of the strategy for the decentralization of Ulaanbaatar and support for balanced regional development, the construction of necessary infrastructure facilities continues in Khunnu.

The Ulaanbaatar administration reports that at the initial stage, a wastewater treatment plant will be built, designed for 3,000 cubic meters per day. This plant will serve a population of 20,000 to 25,000 people and will be financed from the city budget for 2025.

This year, work is planned for site preparation, obtaining construction permits, purchasing necessary equipment, installing external wiring, and erecting fences. Major construction work is set to begin in 2026, with project completion and commissioning scheduled for the end of 2027. Additionally, plans are in place for the construction of a larger plant with a capacity of 20,000 cubic meters per day in the future.

Furthermore, on June 5, 2024, the Great State Khural (Parliament) of Mongolia approved the Law on the Legal Status of the City of Khunnu and adopted a resolution on its establishment, defining its area as 31,501.3 hectares. The new satellite city will perform specialized functions of the capital and will feature efficient spatial planning.

According to forecasts, the population of Khunnu will reach 150,000 people, approximately 80,000 new jobs will be created, and plans are in place for the establishment of universities, a student campus, government and administrative complexes, as well as a unified transport and logistics center. In the future, the city may become a free economic zone.
