The text on the plaque states that "Sleepy Joe Biden" is "undoubtedly the worst president in American history." It claims that under his leadership, there have been "unprecedented disasters," and his policies have led the country to be "on the brink of destruction," including record inflation.

According to the information received, the portrait of Biden was previously occupied by a photograph of an autopen—a device used for automatically signing documents. In July, the White House began an investigation regarding Biden's use of the autopen. The former president admitted in an interview with The New York Times that it was used when signing pardons.

Critical assessments are also found on the plaque dedicated to the 44th president of the United States, Barack Obama, who is described as "one of the most controversial figures in American politics." In particular, his healthcare reform and allegations related to Russian interference in the 2016 elections are mentioned.

Other presidents have also received ambiguous characterizations. George W. Bush is described as a strong leader in the fight against international terrorism but criticized for the wars in Afghanistan and Iraq. Bill Clinton is noted for his successes in crime reduction and social policy; however, the scandals of the 1990s and the defeat of his wife, Hillary Clinton, in the 2016 elections are mentioned.

Positive assessments were given to George H.W. Bush for his environmental policies, Ronald Reagan for economic reforms, and Lyndon Johnson for civil rights legislation. John Kennedy was recognized for his role in the Cold War, while Richard Nixon's characterization includes both his foreign policy achievements and the Watergate scandal.
