Anti-Corruption Agency calls for punishment of the Minister of Culture of Uzbekistan for receiving money at a wedding

The video quickly spread across social networks and caused a wide public outcry. It shows Nazarbekov, who holds the position of minister, performing at a celebration while accepting banknotes from guests. The reaction from users was mixed: some reminded others of his artistic past, while others condemned such behavior from the minister.

The incident occurred at the wedding of the son of the famous artist Yahybek Muminov, where many well-known figures from the art world were present. The Ministry of Culture clarified that the video was filmed on October 25, 2025, at an event for one of the ministry's employees.

Ministry representatives explained that Nazarbekov did not plan his performance in advance, and refusing to fulfill the citizens' request could be perceived as disrespect. The agency noted that handing money to performers does not contradict current legislation and is part of the country's cultural traditions.

The official comment emphasized that such actions in Uzbek traditions are seen as part of "orzu-havas" (lavish and desired celebrations), and Nazarbekov is known as a people's artist in several Central Asian countries. Therefore, the situation was suggested to be viewed in the context of his professional activities.

However, the Anti-Corruption Agency took a different stance, pointing out possible violations of the law. The agency reminded about Article 13 of the Law on State Civil Service and the rules prohibiting civil servants from engaging in paid activities, except for scientific, educational, and creative work. They must also avoid actions that could undermine the authority of the government. Officials are required to take measures to avoid criticism.

In connection with the incident, the Anti-Corruption Agency sent a request to the government asking to hold the minister accountable, including issuing a strict warning about the need to comply with the laws. The agency also noted that the actions of civil servants that violate ethical norms will be under constant scrutiny.

This is not the first time that the actions of Ozodbek Nazarbekov have raised questions. In 2024, he appeared in an advertisement for a clothing store, which led to fines for entrepreneurs from the competition committee. In August 2025, the minister starred in a commercial recommending enrollment in one of the private universities. The Ministry of Culture stated at that time that these actions were not aimed at generating income.
