In Tajikistan, tariffs for drinking water and utility services have been increased

As of January 1, 2023, new tariffs for drinking water, waste disposal, and other utility services have come into effect in Tajikistan. According to Jamshid Tabarzoda, the chairman of the Housing and Communal Services Committee, announced at a press conference on February 2, tariffs for the population have been increased by 15%, while for enterprises, the increase is 30%.

Tabarzoda noted that the tariff updates aim to improve the quality of utility services, modernize infrastructure, and ensure the stable operation of housing and communal sector enterprises.

Water Supply and Sewage Tariffs

According to the new decision, the cost of 1 cubic meter of drinking water for the population with a water meter is 1 somoni 50 dirams.

The sewage tariff is now 76 dirams per 1 cubic meter.

For one person per month, considering a consumption norm of 5.4 m³, the cost of drinking water will be:

8 somoni 10 dirams — for drinking water;

12 somoni 20 dirams — including sewage without a water meter.

The average water consumption for one person is 180 liters per day.

For budget organizations, the price of 1 cubic meter of water is 3 somoni 15 dirams, while for self-financing and private enterprises, it is 5 somoni 43 dirams.

Regional Differences in Tariffs

Tariffs vary depending on the region. The document prepared by the Housing and Communal Services Committee establishes the following price ranges:

Drinking Water:

- for the population — from 1.40 to 1.82 somoni per 1 m³;

- for budget organizations — from 2.26 to 3.90 somoni;

- for enterprises and organizations — from 4.52 to 7.25 somoni.

Sewage Services:

- for the population — from 0.76 to 0.99 somoni per 1 m³;

- for budget organizations — from 1.64 to 2.05 somoni per 1 m³;

- for enterprises and organizations — from 2.83 to 3.38 somoni per 1 m³.

Solid Waste Disposal

The average tariff for solid waste disposal is 4 somoni 74 dirams.

In particular:

- solid waste disposal — 6.83 somoni per 1 m³;

- waste disposal by KAMAZ truck — 35.65 somoni per 1 m³;

- sanitary cleaning of territories — 1.13 somoni per 1 m²;

- housing fund maintenance — 0.17 somoni per 1 m².

If the established distance is exceeded, a fee of 0.80 somoni will be charged for each additional kilometer.

Where the New Tariffs Apply

According to the document, the new tariffs are in effect in more than 45 cities and districts of the country, including Bokhtar, Kulob, Kanibadam, Istaravshan, Penjikent, Vahdat, Tursunzade, Hisor, Nurek, Rasht, Isfara, Murghab, Darvoz, Rushon, Shugnun, Roshkala, Varzob, Yovon, Farhor, Khuroson, Dangara, and others.

It should be noted that not all housing and communal enterprises are under the control of the Housing and Communal Services Committee. In some regions, tariffs are set by local authorities, taking into account regional characteristics, the state of infrastructure, and the structure of communal enterprises.

The Situation in Dushanbe

It is worth noting that in Dushanbe, tariffs for water supply and sewage services were revised as of September 1, 2022.
