Kazakhstan extended the agreement with Kyrgyzstan for the lease of 58.8 hectares of land at Issyk-Kul for 49 years

On February 12, the deputies of the Senate of Kazakhstan ratified the agreement for a 49-year lease of land plots from Kyrgyzstan, which will be located at Issyk-Kul, according to Tengrinews.kz.

This agreement, signed on July 4, 2006, regulates Kazakhstan's rights to resort and recreational facilities in the Issyk-Kul region and extends Kazakhstan's obligations to modernize these facilities (except for the base) to the level of 3- and 4-star hotels with year-round operation until the end of 2029.

According to Senate member Nuriya Niyazova, Kazakhstan will be able to attract investors and demolish facilities on the provided territory. The agreement confirms Kazakhstan's rights to four facilities: the "Kazakhstan" sanatorium, the "Samal" rest house, the "University" sports and health camp, and the "Olympus" sports and health center.

Nuriya Niyazova also reported that an investment project for the construction of the "Kazakhstan" sanatorium on the shores of Lake Issyk-Kul is currently underway, which is expected to be completed in the fourth quarter of 2026. The territory of the sanatorium is planned to have all existing buildings demolished, except for the dacha No. 1 of Dinmukhamed Akhmedovich Kunayev, which will be transformed into a house-museum to preserve historical and cultural heritage.

As for the second document—the agreement dated December 1, 2009, which grants Kazakhstan the right to lease land plots in the Issyk-Kul region—it clarifies the terms of the lease.

"According to this agreement, the party is granted land plots with a total area of 58.8 hectares for a period of 49 years," Niyazova explained.

She added that the Kyrgyz side guarantees the protection of the leased facilities and undertakes not to take any actions aimed at their expropriation for state ownership.
