This document emphasizes that the increased number of attacks and forced displacements appear to be aimed at creating conditions for the irreversible expulsion of Palestinians from the occupied territories. The report covers the period from November 1, 2024, to October 31, 2025.
The authors of the report hold Israel responsible for serious human rights violations, including the intention to effect demographic changes in Gaza through the systematic destruction of urban areas and the blockade of humanitarian aid. According to UN data, about 460 Palestinians have fallen victim to hunger, one-third of whom are children. The document highlights that using hunger as a means of warfare against civilians constitutes a war crime and may be considered a crime against humanity under certain circumstances.
Volker Turk, the UN High Commissioner for Human Rights, noted the existence of an "atmosphere of impunity," asserting that the Israeli judicial system does not hold either officials or settlers accountable for the violations committed.
In its statement, the UN called on Israel to immediately cease its illegal presence in the Palestinian territories and recommended that the international community halt arms supplies to the country, as they are allegedly used in violation of international humanitarian law.
In response to these accusations, Israel denied all claims. The country's representation in Geneva noted that the OHCHR is conducting a "malicious campaign of demonization and disinformation" against Israel and is collaborating with unreliable experts.
Israeli authorities also emphasized that they have long considered the UN Human Rights Council to be a biased entity.
