
Starting from April 1, 2026, Russians will not be able to export cash rubles to EAEU countries (Armenia, Belarus, Kazakhstan, and Kyrgyzstan) in amounts exceeding the equivalent of 100 thousand dollars. This decree was signed by the President of Russia, Vladimir Putin.
For legal entities and individual entrepreneurs, the restrictions will apply regardless of the amount. However, the export of cash rubles through international airports in Russia will remain possible.
At the same time, both individuals and legal entities, as well as individual entrepreneurs, will need to have bank statements confirming that the money was withdrawn from their accounts.
From May 1, 2026, restrictions will also be introduced on the export of gold bars weighing over 100 grams. These bars can only be exported to EAEU countries through designated airports and with permission from the Federal Assay Chamber. For individuals, the restrictions will apply not only to EAEU countries but also to other states.
After the start of military actions by Russia in Ukraine, the country's authorities established restrictions on the export of currency exceeding 10 thousand dollars. Rubles could be exported without restrictions; however, amounts over 10 thousand dollars required declaration.
In December 2025, Russian Deputy Prime Minister Alexander Novak announced government plans to prohibit the "uncontrolled export of cash rubles of unspecified origin, including to EAEU countries," as well as the export of gold bars.
