Today in Kyrgyzstan, the Day of the Police is celebrated

For over a hundred years, law enforcement agencies have ensured the observance of the law


Today, a significant day is celebrated in Kyrgyzstan — a professional holiday dedicated to the Day of the Police.

This holiday was established in accordance with government resolution No. 429 dated September 17, 1993, on the initiative of the Ministry of Internal Affairs, as it was on November 1, 1924, that the police were formed in the Kara-Kyrgyz Autonomous Region (KKAO).

Until 1993, Kyrgyzstan, like other parts of the Soviet Union, celebrated the Day of the Soviet Police on November 10, associated with the establishment of the People's Commissariat for Internal Affairs (NKVD) in 1917. However, after the collapse of the USSR, this day could not serve as the day of the formation of the police in Kyrgyzstan, as it was established at different times in various regions of the republic.

Since March 1917, a people's militia operated in Pishpek (now Bishkek), created by the Provisional Government, which in fact only bore a new name instead of the tsarist police. After the October Revolution of 1917, the workers of the city, under the leadership of the Bolsheviks, began an active struggle for the organization of a new Soviet police, which accepted citizens of authority through open voting.

The reorganization of the police began after a city rally held on December 31, 1917, at which G. Shadilov was elected as the head of the Pishpek City Police. At that time, the police force consisted of 25 people who were responsible not only for maintaining public order but also for ensuring state security. After the Belyovodsk uprising in December 1918, the staff of the workers' and peasants' police increased to 90 people.

In early 1919, the city police merged with the district police, forming the Pishpek District-City Police. The main tasks of this structure included combating crime, protecting state property, maintaining order on the roads, conducting passport work, as well as carrying out interrogations and investigations into specific types of crimes.

On November 1, 1924, two weeks after the establishment of the Kara-Kyrgyz Autonomous Region, the KKAO Revolutionary Committee established an administrative department, which included the regional police management, consisting of various subdivisions such as general police, criminal investigation, and detention facilities.

The deputy head of the regional department also served as the head of the police. The police subdivision included the operational unit, police service, and address desk, while the criminal investigation subdivision combined the active-secret unit and registry. A regional inspection of detention facilities was created to manage correctional labor institutions.

Today, the police of Kyrgyzstan have significantly changed compared to their original forms in the early 20th century. Nevertheless, among the main areas of work remain the fight against illegal trafficking of weapons and drugs, organized crime and corruption, solving serious crimes, as well as prevention and development of measures to counter organized criminal groups operating at both national and international levels.

Throughout its history, the Ministry of Internal Affairs has always been and remains an important support of state power. Thousands of police officers in Kyrgyzstan today selflessly fight against crime, demonstrating high professional and civic qualities. They have saved countless lives, solved crimes, and apprehended offenders. Police officers honorably fulfill their duty, protecting the peace, rights, and freedoms of citizens, upholding law and order in the country, often risking their own lives.

On the day of the professional holiday, employees, veterans, and families of police officers receive congratulations from the leadership of the department and friends. The most outstanding employees are awarded state and departmental honors.
