Coal carriers ignored warnings — drivers fined in Kara-Suu

In the Kara-Suu district of the Osh region, in the village of Kyzyl-Suu, local authorities imposed fines on trucks that were transporting coal with excess weight.

These measures were the result of the fact that, despite repeated warnings, drivers continued to ignore the rules and overloaded their vehicles on the Kyzyl-Suu—Zhany-Aryk road section.

On November 20, a video appeared on social media, in which a local resident recorded stopped trucks and commented: “Here are the ‘KAMAZ’ trucks in Kyzyl-Suu… They hide here, while the officials monitoring the weight of the cargo (representatives of the Osh Territorial Administration of the Department of Ground and Water Transport of the Ministry of Transport and Communications) detain them. Here is a ‘HOVO’, here are the people. Despite numerous warnings, they continue to damage our road by overloading cargo.”



According to Bakay Zholdoshbaev, head of the Osh Territorial Administration, his staff imposed fines on eight vehicles. “Each of the trucks shown in the video was fined 17,500 soms. While our people were processing the fines, local residents filmed this video. The fine was imposed for overloading,” Zholdoshbaev reported.

He added that the owners of the coal mining company also received a warning: drivers of overloaded vehicles will be fined 20,000 soms, and the company itself will be fined 55,000 soms.

The Kyzyl-Suu—Zhany-Aryk highway is 37 kilometers long, of which 8 kilometers were asphalted this year.

Borumukhamed Abdyrazakov, head of the road maintenance section No. 45, noted that his service is responsible for clearing the road of snow and ice, as well as for repairing potholes. He explained that the load-bearing capacity of the asphalt road is limited. “The axle load is calculated based on the thickness of the asphalt, which here is 6 centimeters. A maximum of 6 tons is allowed per axle. A ‘HOVO’ can have from 3 to 6 axles. In the summer, when the temperature exceeds 28 degrees, the movement of heavy trucks on the asphalt is prohibited, as it causes significant damage,” he reported.

In Kyzyl-Suu, there is a coal mine, the license for the extraction and processing of coal of which belongs to the company OsOO ‘Magic-Colours’. Kutmanali Karybekov, head of the village council Intymak, noted that this deposit produces coal of the DSH grade, which is not popular in the market.

“The DSH grade coal (long-flame seed-styb) is quite small, so it is practically not sold to the population. Usually, contracts are made with brick factories. In winter, work usually stops due to poor road conditions — after snowfalls, vehicles cannot pass. But in recent days, it has warmed up, and the company has resumed coal deliveries,” he added.

According to the Ministry of Justice, OsOO ‘Magic-Colours’ was registered on February 8, 2008, and underwent re-registration on June 11, 2021. The main activity of the company is the extraction of brown coal (lignite).

The manager is listed as Karmysakov Emilbek Zhalalovich, and the founders are Turganbaev Zhyldyzbek Abdykadyrovich and Aralov Attokur Kasymalievich.
