The new Land Code raises concerns among citizens
With the introduction of the new Land Code in Kyrgyzstan, citizens have many questions. Representatives of cottage communities reported this to Vesti.kg, emphasizing the need to regulate this area.
“The code has been adopted, and it outlines the procedure for gardening organizations. However, in reality, such associations are under threat of destruction. At the same time, the concept of a garden plot remains. We, along with experts, have prepared an alternative option that takes into account the interests of all cottage owners. Everyone will be able to choose: to move to the village or to stay in the cottage community. We ask you to consider our proposal,” the cottage owners noted.
Residents of the communities are puzzled as to why they are being classified as residents of populated areas.
“Of course, some of us do live in the cottages permanently and consider this housing as their only one. But this does not apply to everyone. We are talking about the right to choose. Questions regarding the use of cottage plots remain relevant. Even government agencies cannot provide comprehensive information. Cottages are actively being built, but neither the builders nor the regulatory authorities know how to build,” they added.
In the southern part of Bishkek, there are about 6-7 cottage communities located on the territory of the Issyk-Ata fault.
“How can they be assigned the status of populated areas – this is a mystery. There are construction norms applied to new facilities. But what about those who have already built their cottages? Many believe that tomorrow their plots will become part of the village. But there is also infrastructure that belongs not to individual owners, but to a legal entity, and its fate is decided, for example, by the chairman of the cottage community. There are many questions,” the activists stated.
