A joint project initiated by the Japan International Cooperation Agency (JICA) and the state enterprise "Kyrgyz Air Navigation" aims to train air traffic controller instructors who will manage air traffic, including vectoring aircraft and controlling their speed. The project also includes training specialists in flight plan development. This was reported by JICA representatives.

On December 18, 2025, a Protocol of Discussions was signed in Bishkek between JICA representatives in Kyrgyzstan and the State Enterprise "Kyrgyz Air Navigation," marking an important step in this project.

The main objective of the project is to enhance the efficiency of air traffic management operations and route development, which in turn should improve safety and the quality of services in Kyrgyzstan's civil aviation.
