She addressed Vice Mayor Azamat Kadyrov with the question: "What are the prospects for the implementation of the substation project at the address: Suerkulova St., 1/1? The project already exists and is secured. Why is it not included in the title list?"
Kadyrov responded that there is no health department in the mayor's office, as it has been transferred to the Ministry of Health, and funding comes from the republican budget. "As soon as the republic allocates funds, the project will begin," he clarified.
Kuznetsova, in turn, expressed her dissatisfaction: "The population has not disappeared; it is waiting. The reference to the transfer of the department to the ministry cannot be an excuse. The city has grown threefold, and the division of powers does not provide the necessary medical assistance."
To this, the vice mayor replied: "There is no point in discussing competence. The issue will be resolved through the republican budget. We will send a notification to the Ministry of Health and the Ministry of Construction to include the project in their lists. We have already achieved the inclusion of 20 schools in the plan for this year, and work continues in this direction."
Additionally, the deputy raised the issue of building institutions for children's extracurricular education. Kadyrov reported that this year, a station for young technicians is being built with local budget funds, which will open in the summer. The capacity of the music school in the 10th microdistrict has also been increased, and a multifunctional children's complex is planned to be built on the site of the "Chatyr-Kul" cinema. The construction of a handball school and sports complexes in Maevka, Novopavlovka, and "Kyrgyzstan-1" is nearing completion.
It should be noted that in Bishkek, between 40 to 42 ambulance crews operate around the clock. However, considering the expanded service area due to the administrative reform, this number is clearly insufficient. With the current population and the new city boundaries, about 150 crews are required, meaning less than one-third of the necessary number is currently in operation.
According to the general plan for the development of Bishkek, it is planned to place:
- four ambulance stations with more than 50 vehicles in the Lenin District;
- three stations with a capacity of over 45 vehicles in the October District;
- four stations with more than 18 vehicles in the Pervomaisky District;
- two stations with a capacity of over 30 vehicles in the Sverdlovsk District.
