Scientists of the National Academy of Sciences expressed their views on the idea of early presidential elections

Scientific figures expressed their views regarding the proposed idea of holding early presidential elections in Kyrgyzstan. This statement was made against the backdrop of the discussion of the so-called "letter 75," which has become a subject of public attention.

In the address signed by the president of the National Academy of Sciences, Kanatbek Abdrakhmatov, and the director of the Institute of State and Law, Doctor of Law Kairat Berdaliyev, it is emphasized that the initiative for the early termination of the president's powers has no legal basis.

The authors of the address remind that Sadyr Japarov was elected president on January 10, 2021, for a term of six years in accordance with the legislation in force at that time.

The legitimacy of his mandate, as noted in the document, is beyond doubt.

After the approval of the new Constitution in a referendum on April 11, 2021, which established a five-year term for the president, it was stipulated that the head of state elected on January 10, 2021, would continue his powers for a term of six years. This term is considered the first.

Furthermore, the address mentions that in April 2025, amendments were made to the constitutional law on elections, defining that regular presidential elections are held on the fourth Sunday of January in the year when the term expires.

According to the authors' opinion, the demands for early elections contradict the principles of the rule of law and may threaten the stability of power.

The document also contains an assessment of the economic arguments presented in letter 75.

Academics assert that the increase in external debt from $4.2 billion to $5.4 billion is related to the implementation of infrastructure projects and the transition to a "development debt" model. At the same time, budget revenues have increased more than fourfold, and gold and foreign exchange reserves have risen from $2.8 billion to $10 billion.

The authors of the address emphasize that inflation in the country is mainly imported. However, the measures taken to index pensions, benefits, and salaries have contributed to the growth of real incomes of citizens. It is also noted that the number of Kyrgyz citizens living in Russia has decreased from 900,000 to 341,000, which is associated with the activation of economic activity in the country.

In conclusion of their statement, representatives of the scientific community pointed out the lack of legal grounds for holding early elections, expressed support for the current policy of the republic's leadership, and called for unity in society and adherence to the Constitution.
