The Silence Law. Parliament Requests to Exempt Two Holidays from the Ban
This initiative is a response to a draft law submitted by the government, which concerns amendments to the Code of Offenses, as well as to the legislation on "Silence" and "On the Basics of Prevention of Offenses".
According to the proposal, it is planned to allow noisy events on New Year’s Eve from 10:00 PM on December 31 to 3:00 AM on January 1, thereby lifting the restrictions on maintaining silence during this period.
“I believe this is a reasonable decision. However, I also insist on extending the celebration time for Independence Day on August 31, as it is a significant holiday for our country when people gather in squares and celebrate. I ask the Ministry of Internal Affairs to take this into account in the next discussion,” added Jumabekov.
Deputy Minister of Internal Affairs of Kyrgyzstan Oktobyr Urmambetov agreed with the proposal and noted that this suggestion would also be considered in the next reading.
The main goal of the draft law is to amend several regulatory acts concerning the prevention of offenses and the maintenance of public order. In particular, it is proposed to amend the Code of Offenses and the laws "On the Basics of Prevention of Offenses" and "On Silence".
The draft law also proposes to expand the list of admissible evidence in cases of offenses, including the possibility of documenting in electronic form, as well as using photo and video materials certified by an electronic signature.
Additionally, a new article will be introduced concerning the prevention of noise violations, which empowers homeowners, management companies, and neighborhood committees to participate in combating such violations—conducting informational work, recording instances of noise, and submitting relevant documents to the authorized bodies for the preparation of protocols.
The powers of entities involved in the prevention of offenses will also be expanded, allowing them to participate in legal education for citizens and to record instances of noise violations for submission to state and municipal authorities.
