According to Aibek Kochorbaev, 1 billion 90 million soms have been allocated from the presidential fund for stabilization for the city.
“Public transport in Talas was previously underdeveloped. 180 million soms are planned to be used for the purchase of electric buses. Recently, the regional leadership and the city administration signed an agreement with China for the supply of 30 buses. The lack of funds forces part of the transport to be acquired through leasing,” he added.
The bus station is now under the administration of the city hall, and a new project for its reconstruction is being developed,” Kochorbaev clarified.
Repair of city roads
Last year, 50 kilometers of sidewalks were asphalted. In 2026, it is planned to update 36 kilometers of city roads, of which 10 kilometers will be carried out by the Ministry of Transport and Communications, and the remaining 26 kilometers will be funded by 910 million soms from the Stabilization Fund.

Of the total amount of 1 billion soms allocated for the development of the region, 240 million will go to Talas. With this funding, last year the complete reconstruction of the central square was completed and 7 kilometers of roads were asphalted, including sidewalks and bike paths.
Additionally, three factories were built in the city: an asphalt concrete plant (costing 33 million soms), a concrete plant (19 million), and a stone crushing plant (30 million). The equipment for them was brought from China, and the construction has been completed.
“All three factories are already operational. About 90 million soms were spent on their creation. The materials produced at these factories will be used for road construction this year,” noted Kochorbaev.
In addition, 18 units of equipment were purchased: 12 of them were transferred to the factories, and 6 to municipal enterprises for cleaning and road works.
Development of tourist infrastructure
A large-scale reconstruction of the city’s central park has begun, for which 112 million soms have been allocated. The area of the park is almost 5 hectares, where comfortable recreation areas are being created, attractions are being installed, and landscaping is underway.
The old attractions had not been operational since 2008. This year, 8 new attractions were imported from China. For greening, 30 million soms have been allocated from the Stabilization Fund, and an additional 9 million is provided by the local budget.
“Seven attractions have already been installed, and the last one is in the process of installation. With the arrival of warm weather, active landscaping will begin. We plan to complete the park's renovation by April 20,” the deputy mayor reported.

As part of the project, two water reservoirs of 2000 cubic meters each have also been built (total cost — 84 million soms). Water supply will begin in the spring, and the project aims to improve the clean water supply system.
Shopping and entertainment center "Balastan"
1 billion 117 million soms have been allocated from the regional development fund and the republican budget for the construction of the center. The total area of the facility will be 17 thousand square meters.
“Balastan” will include attractions, special play areas for children with disabilities, a modern cinema, a congress hall, and dining establishments. Inside the center, robotic guides are planned to be brought from China.
After the center opens, more than 200 jobs will be created. The grand opening is scheduled for August 31, Independence Day.
Social facilities
A new building for kindergarten No. 1 "Altyn balalyk" for 280 places is being built in Talas. The project, costing more than 220 million soms, is financed from the republican budget, and its completion is expected in early 2027.

The construction of a new building for the regional department of the Ministry of Justice is also nearing completion.
In addition, a football stadium for 5500 seats is being built, with concrete work already completed, and the opening is scheduled for Independence Day.
137 million soms have been allocated for the major renovation of the regional unified hospital named after Ch. Mambetov.
With the support of sponsors, the "Akyllman" lyceum is being built, with an estimated cost of 1 billion soms, for 900 places with a two-story dormitory. The readiness of the facility is 60-70%.

The state mortgage company is building housing in two districts of the city: 14 five-story and 9 nine-story blocks, totaling about 900 apartments.
A new building for a state university costing 300 million soms is also being constructed. A five-story modern building is planned to be commissioned in July 2026.
“We are trying to complete all projects on time. This year, Independence Day will be celebrated in the Talas region, so we are actively preparing for the events at a high level,” summarized Aibek Kochorbaev.
