She emphasized that the statistics on such violence in the country remain at a high level.
According to Turdubekova, the fight against domestic violence should transform into a systemic approach, with an emphasis on prevention rather than just reacting to incidents that have already occurred. She proposed creating a legislative framework for interdisciplinary support for victims, including lawyers, psychologists, and social workers.
In her opinion, the current strategy, focused on law enforcement actions, often results in work being done only after the fact of violence, which does not provide the necessary protection and does not prevent further instances of victimization.
To improve the situation, she suggests the following measures:
- adopt a law that will ensure mandatory psychological support in cases of domestic violence;
- embed in legislation the necessity of forming an interdisciplinary team to work with each individual case of violence;
- introduce the institution of social workers who will focus on preventing domestic violence and early identification of risks, in addition to existing child protection specialists;
- ensure state funding for psychologists and social workers, as well as establish clear standards for inter-agency cooperation.
“The implementation of this model will create an effective prevention system, reduce the number of repeat cases of violence, improve the quality of judicial protection, and increase citizens' trust in justice. This is an important step towards ensuring real protection of human and family rights in Kyrgyzstan,” concluded Nazgul Turdubekova.
