Commission Fees Will Be Charged to Pilgrims: DUMK Explains the Decision

The Spiritual Administration of Muslims of Kyrgyzstan (DUMK) has decided to introduce commission fees for pilgrims. This innovation resulted from discussions held at the People's Kurultai in December 2024, where participants raised the issue of increasing salaries for imams.

Since Kyrgyzstan is a secular state according to its Constitution, this issue was referred to DUMK for consideration, as there are no funds in the state budget to address problems in the field of religion.

The muftiate noted that initially, external sources of funding were considered, but ultimately it was decided to use internal resources. "The people have always supported the imams, and we are confident that this will continue. But we need to understand where we can obtain funds to support them," the agency emphasized.

DUMK also highlights the importance of addressing the issue of providing a decent salary for imams, especially considering that in most regions, elderly clergy serve who have worked their entire lives without pay. Questions about the future of religious service are becoming particularly relevant, as in 10-15 years many of these imams will not be able to continue their work. This could affect believers, especially in remote villages, where replacing qualified personnel presents a challenging task.

"We often hold meetings with religious figures in the regions and see that it is necessary to attract educated imams who can cope with the challenges of the times. It is important that our youth do not succumb to the influence of various destructive movements," DUMK added.

Religious leaders emphasize the need to attract young and qualified imams who can perform important rituals, such as childbirth, marriage ceremonies, and conducting funerals. However, they state that low salaries are a significant barrier for young people wishing to work in rural areas. "For the past two months, we have been conducting an open competition to fill vacant positions, but the number of applications is extremely low. At the same time, about 5,000 graduates leave madrasahs annually. We wonder: where do they disappear to?" DUMK representatives say.

In light of this, the muftiate proposes that communities actively participate in creating conditions for young clergy to work. The decision to introduce commission fees for pilgrims was made after discussions with the community. "We decided to set a commission of 9% of the cost of Umrah, as this is a religious act. Our proposal has been sent to the Council of Scholars for verification of its compliance with Sharia," DUMK reported.
