The shortage of teachers in schools and the reform of teacher education were discussed at the Ministry of Science.

A recent extended meeting at the Ministry of Science, Higher Education, and Innovations of the Kyrgyz Republic was dedicated to pressing issues regarding the reform of pedagogical education in the context of transitioning to a 12-year system of general secondary education.

The event, organized by the ministry's press service, was attended by university rectors who prepare pedagogical specialists, the president of the Kyrgyz Academy of Education, as well as several experts in the field.

“Today, it is essential to form competent and competitive educators who are ready to work in inclusive education conditions and possess developed digital skills. This aligns with modern educational standards. We conducted a comprehensive analysis of the state of pedagogical education at both the secondary and higher levels, studied international practices of 12-year school education, and carried out a comparative analysis of its applicability in Kyrgyzstan,” the official statement noted.

During the meeting, proposals were also made to harmonize state educational standards between the system of secondary vocational education and universities. The recommendations concerned updating the qualification frameworks for pedagogical workers and professional standards.

In addition, taking into account modern requirements, the training program for higher education fields was revised, and the classifier of specialties for secondary vocational education was updated.

To address the shortage of teachers in schools, various models for training educators were considered, as well as mechanisms for retraining specialists from other fields to work in the education sector. The roadmap for implementing accelerated educational programs was clarified.

Experts presented the results of the analysis and proposed recommendations following the meeting. New models of pedagogical education were also agreed upon, and a decision was made on the need to accelerate the implementation of the roadmap, relying on the best practices of national educational institutions and enhancing inter-agency coordination.

According to the Ministry of Education, as of December 2025, there will be a shortage of 761 teachers in Kyrgyz schools. The highest number of vacancies is expected in general educational institutions in the Chui and Batken regions, as well as in Bishkek.
