The Bishkek City Hall responded to the MP regarding the culling of stray dogs

The Bishkek City Hall confirmed that measures to control the population of stray dogs are being carried out in accordance with the law and are aimed at ensuring the safety of citizens. This statement was made in response to a request from a member of the Jogorku Kenesh regarding the legality of culling stray animals in the capital.

According to the city hall, under Article 8 of the law on the status of the capital, issues of local significance include tasks related to maintaining public order and ensuring the safety of citizens, as well as measures to monitor the sanitary condition of the city.

Currently, the municipal enterprise "Tazalyk" is responsible for regulating the population of stray dogs. These measures are carried out based on resolutions from the city administration and the Ministry of Health, which recommend regularly capturing and culling stray animals to prevent the spread of rabies. These actions are aimed at protecting the population from aggressive animals and minimizing the risks of infectious diseases.

Regarding funding, 7 million soms have been allocated for the current year. Considering the average annual workload involving approximately 12,000 stray animals, the cost of measures per animal is about 583 soms.

These funds cover the expenses for the deployment of specialized teams, fuel, employee salaries, equipment and vehicle depreciation, as well as disposal. It is important to note that the budget is not inflated and only covers the minimum costs necessary to maintain the sanitary condition of the city.

In response to the proposal for creating a shelter, the city hall noted that the construction and maintenance of such an institution would require significantly more funds. Without a comprehensive approach, the establishment of a single shelter will not quickly resolve the issue of stray animals and will require additional budget investments annually.

Additionally, the city hall is working on changes to the rules for keeping pets, which will include mandatory registration and vaccination, which should also help reduce the number of stray animals.

In conclusion, the city hall emphasizes the importance of the safety of the capital's residents and calls for a systematic and balanced approach to addressing this issue, based on the requirements of current legislation.
