According to the municipality, such measures to control the population of stray animals are carried out in accordance with the legislation of the Kyrgyz Republic and are aimed at protecting the safety of citizens.
The department clarified that the municipal enterprise "Tazalyk" is responsible for regulating the population of stray dogs. These activities are conducted based on the resolution of the Bishkek City Administration No. 169 dated April 25, 1995, and the decision of the Ministry of Health No. 26 dated September 11, 2007, which mandates local authorities to regularly organize the capture and shooting of stray dogs and cats to prevent the spread of rabies.
These actions are aimed at protecting citizens from potential attacks by animals and reducing the risks of transmitting infectious diseases.As for the idea of creating a shelter, the city hall noted that its construction and maintenance require significant financial investments, including capital expenditures, the purchase of necessary equipment, hiring staff, round-the-clock veterinary services, as well as payment for food and utilities. Without a comprehensive approach that includes sterilization, accounting, vaccination, and interaction with pet owners, the establishment of just one shelter will not lead to a rapid reduction in the population of stray animals and will require a constant increase in budget expenditures.
Furthermore, the city hall reminded about the development of amendments to the rules for keeping pets, including mandatory registration and vaccination, which should contribute to reducing the number of stray animals.
The Bishkek City Hall emphasizes that the safety of the city's residents remains a priority, and the solution to the problem must be based on legislative requirements and ensuring the safety of citizens.
