The authors of the document emphasize that such treatment of animals is not only cruel but also contradicts the foundations of a humane society.
"Cats are an integral part of the urban ecosystem. They play an important role in controlling the population of rats and other rodents. The mass extermination of these animals could cause ecological imbalance and new sanitary problems," the activists assert.
The petition contains the following demands:
- revoke the decision to cull stray cats;
- develop a humane program aimed at regulating the animal population, including sterilization, vaccination, and the establishment of shelters;
- involve animal protection organizations and volunteers in collaborative efforts to address this issue.
It is worth noting that the current Rules for Keeping Pets permit the culling of stray cats. The new draft regulations also include this provision; however, one of the city council deputies expressed protest and proposed to exclude this clause.
