

On the official portal of the State Duma, Chairman Vyacheslav Volodin announced upcoming changes in legislation concerning migrants. According to the new draft law, labor migrants will be required to confirm their income as well as the income of their families, which must be at least the subsistence minimum in their region. The introduction of a mandatory advance payment is also planned.
The Speaker of the State Duma noted that failure to comply with these requirements may lead to the refusal to issue or the annulment of a patent and work permit, which, in turn, will shorten the duration of the migrant's stay in Russia. The confirmation of income will be monitored by tax authorities and the Ministry of Internal Affairs. Additionally, the children of labor migrants will have to leave the country within 30 days after turning 18.

“The proposed measures are aimed at improving control over labor migrants, their families, and incomes, which, in turn, will help in the fight against illegal migration,” said Vyacheslav Volodin.
According to data published on the website, 2.3 million patents for labor activities by foreign citizens were issued in 2025, which is 9% more compared to 2024. Each migrant made an advance payment on personal income tax (PIT), the total amount of which was 172 billion rubles, which is 39% higher than the previous year.
The largest amounts of advance payments were registered in Moscow, St. Petersburg, the Republic of Tatarstan, as well as in the Moscow, Leningrad, and Sverdlovsk regions.
Volodin noted that the increase in these indicators indicates the withdrawal of labor migration from the shadow economy.
