At a meeting held on March 14, Minister of Construction, Architecture, and Housing and Communal Services Nurdana Oruntaev discussed the problems faced by representatives of construction companies. They reported that Toktorbaev coerced them into participating in infrastructure projects, yet he has not paid for the completed work, resulting in the companies being in debt to suppliers and employees.
One of the developers stated: "We all have debts for bitumen, fuel, asphalt, gutters, and salaries for workers. I personally owe for the services of 60 Howo trucks and a concrete plant."
He also added that when one company's resources ran out, they were replaced by others.
According to him, "they said, 'You will do this.' Everything was agreed upon verbally in Kyrgyz. There were cases when contracts were signed only after the work was completed, and tenders were formalized retroactively."
Minister Oruntaev noted that the city hall cannot accept completed work without prior laboratory tests. Furthermore, he emphasized the need for a legal resolution of the debts. Oruntaev added that documents related to these projects will be submitted to the country's leadership.
“I cannot guarantee a solution to your problems by any means, as everything must comply with the law. The issue of quality is also important. If we find a legal way to pay for the work, and the project is completed, it must be checked for compliance with all requirements,” he noted.
The entrepreneurs agreed with the ministry's position and expressed their willingness to extend the warranty periods.
They assured: “If, according to the documents, the warranty period is one year, we are ready to extend it to two years.”
It was previously reported that the city hall has a debt of 12 billion soms to contractors. Jenishbek Toktorbaev acknowledged the existence of debts but claimed that their amount is significantly lower.
