Built on a verbal agreement: companies in the city of Osh were left unpaid

In the city of Osh, the Minister of Construction, Architecture, and Housing and Communal Services, Nurdana Oruntaev, met with a group of about 30 entrepreneurs who expressed their concerns about unpaid construction work. According to the ministry's press service, the entrepreneurs claim that all work was carried out based on verbal agreements with the former mayor, Jenishbek Toktorbaev.

Minister Oruntaev noted that many of the constructed facilities lacked the necessary permits. According to him, 25 such facilities were built without proper documentation, making their construction illegal.

“At the moment, the city hall has no legal grounds for making payments, as the law prohibits paying for work done without the appropriate documents,” said Nurdana Oruntaev.

The entrepreneurs, for their part, spoke about the difficult financial situation they found themselves in. Due to a lack of funds, many of them have incurred debts to suppliers of construction materials, gas stations, and contractors, with some reporting debts amounting to tens of millions of soms.

During his visit, the minister also inspected several construction sites and noted the identified deficiencies and violations in the work process.

Earlier, the press reported that the total debt of the Osh city hall to construction companies could amount to up to 12 billion soms. However, former mayor Jenishbek Toktorbaev denied this information, stating that the actual debt is about 2.2 billion soms.

It is important to note that Jenishbek Toktorbaev was relieved of his position on February 18, and the new mayor is the deputy of the Jogorku Kenesh, Janarbek Akayev.
