He emphasizes the need to protect and capitalize on this traditional product, which has become a symbol of Kyrgyz identity and national consciousness. Kumis not only represents a unique beverage but also serves as a means to improve health, raising hemoglobin levels and strengthening immunity, which could contribute to the development of medical tourism and specialized kumis resorts.
"Every national brand is not only an asset for investment but also a reflection of the country. This draft law prevents 'visual parasitism,' where foreign producers use Kyrgyz symbols and ornaments to sell low-quality products, thereby undermining the international image," the author emphasized.The draft law proposes the introduction of elite categories of products (A, B, C), allowing the use of the national flag on packaging. Attempts to counterfeit products with this mark will be classified as a crime.
In addition, the document includes measures to protect the "investment face" and combat unfair marketing. Amendments have been made to the Law "On Consumer Rights Protection," the Patent Law, and the Code of Offenses, introducing a ban on the use of Kyrgyz ornaments and symbols on foreign goods.
To stimulate investment in the production of sublimated kumis, tax incentives for three years and a 50% discount on export profits are proposed, as well as mechanisms for purchasing and storing milk during periods of low prices for further sale or export.
The draft law also provides for the creation of a National Council, where government bodies and businesses will jointly develop a brand code, export strategies, and distribute state support measures.
According to the initiator, these measures will help:
- attract investments in this sector;
- clean the market of fake brands;
- protect the interests of local producers;
- legalize ethnotourism related to kumis treatment facilities.
