Sanatoriums on Issyk-Kul Request to Reconsider Beach Access Rules and Simplify Permitting Procedures

- As part of the implementation of the presidential decree "On the Further Implementation of Reforms Aimed at Increasing the Efficiency and Debureaucratization of the State Administration System of the Kyrgyz Republic" (dated December 30, 2025, No. 387), a dialogue with the business community was held at the Ministry of Justice and the National Institute of Strategic Initiatives regarding issues of simplifying access to beaches.

Representatives of boarding houses, as well as specialists such as Chynasyl Chynbaev and Adilbek uulu Shumkarbek, participated in the discussion.

The Issue of Access to Beaches

One of the key topics of the meeting was the discussion of access to beaches. Participants noted that the existing rules create an imbalance between the right to free access to water bodies and the obligations of boarding houses to their visitors, who expect comfortable conditions.

The lack of clear regulations has led to overcrowding at the beaches of large boarding houses and dissatisfaction among foreign tourists. Some vacationers even refused to make reservations as they had no guarantee of access to sunbeds and beach services.

Proposal for Beach Zoning

In response to these issues, the business community proposed to introduce zoning of beach areas. This implies dividing the beach into zones open to everyone and sections designated only for guests of the boarding houses.

This approach, according to businessmen, will ensure access to water while simultaneously creating comfortable conditions for paying tourists. Entrepreneurs referred to successful examples of organizing beach zones in other countries.

Municipal Beaches for Locals

An initiative was also voiced to create municipal beaches in the villages of the Issyk-Kul region. Boarding houses believe that such zones can develop with the support of the government and local authorities.

In their opinion, this will help reduce the burden on large beaches and provide local residents and tourists with convenient places to relax, as well as decrease the number of conflicts over access to infrastructure.

Special Regime for Children's Camps

While discussing children's camps, meeting participants suggested introducing special rules for their use of beaches, limiting access for the safety of children.

Open access to the beaches of children's institutions can create additional risks, thus requiring separate regulation.

Extension of Lease Terms for Investments

Boarding houses also raised the issue of extending lease terms for beach plots. They argue that with significant investments in infrastructure, such as the construction of piers and recreation areas, leases should be granted for a longer period.

The introduction of long-term leases was discussed on the condition that the investor makes substantial investments and takes on specific obligations regarding investments.

Protection from Livestock in the Off-Season

The topic of temporary fencing was also discussed, which boarding houses propose to install in the off-season to protect beaches from livestock that deteriorate the sanitary condition and appearance of the facilities.

Such measures will facilitate preparations for the new season and reduce costs for cleaning and restoring infrastructure.

Delays in Approval of Permits

Meeting participants pointed out the problem of prolonged approvals. Obtaining permits for construction and landscaping can take months, which is particularly critical before the tourist season.

Delays hinder the launch of new projects and the fulfillment of investment plans.

Predictability of Inspections During the Season

The issue of inspections during the peak tourist season was also discussed. Businessmen emphasized that it is important not to cancel control but to make it predictable.

If inspection schedules are known in advance, it will allow boarding houses to prepare and avoid problems with servicing tourists.

Simplification of Registration for Foreign Tourists

Another important topic is the simplification of procedures for foreign tourists. Boarding houses proposed to consider the fact of accommodation as a sufficient basis for registration without additional bureaucratic procedures.

This, according to meeting participants, will simplify the process for tourists and make their stay more comfortable.

Safety on Piers

The use of piers also became an important topic of discussion. Businessmen noted that free access significantly increases the load on the structures, while the responsibility for safety lies with the tenants.

In this regard, it was proposed to establish technical load norms and set clear rules for the use of piers to minimize the risks of accidents.

Distribution of Costs for Common Infrastructure

Representatives of large boarding houses also discussed the unfair distribution of costs for maintaining beaches, roads, and other facilities. They noted that large boarding houses bear the main burden, while small guest houses benefit from the infrastructure without corresponding participation in expenses.

In this regard, it was proposed to develop a mechanism that obliges all participants in the tourism market to contribute to the maintenance of common infrastructure.

Further Development of Issues

As a result of the meeting, representatives of state bodies reported the need for further elaboration of the raised issues with the participation of authorized structures, the tourism department, the Tourism Development Fund, and local authorities.

Initiatives related to zoning, the creation of municipal beaches, lease terms, and fair distribution of infrastructure burdens will be brought up for further discussion.
