- According to Abdiev, current legislation mainly focuses on environmental aspects but does not address issues that arise outside tourist facilities.

“There is a law from 2014, No. 115, and a corresponding decree that regulate the general conditions of operation. However, in practice, unresolved issues remain,” he noted.

Abdiev emphasized that the problems are particularly pronounced in the off-season.

“During this time of year, practically no one cares about the sanitation system. All the consequences remain in place, and in fact, they are resolved by the recreational facilities themselves,” he added.

Moreover, he clarified that the boarding houses are only responsible for their own territories, while the necessary infrastructure is lacking beyond their boundaries.

“The boarding houses maintain order on their land. However, outside of it, where there are food service points without permits and water supply, no one monitors the situation. No authority has the power to clean or repair in these areas,” the representative stated.

According to him, inspections are conducted only within the facilities themselves, while adjacent areas remain unregulated.

“Regulatory bodies operate within their powers and only inspect the territory of the facilities. However, beyond that, the situation remains unregulated,” Abdiev noted.

In this regard, he proposed implementing a unified approach from government structures.

“It would be reasonable for government bodies to apply the same requirements, including those regarding sanitary norms,” he added.
