In the village of Shark, which is part of the Datka rural district of the Kara-Suu region, funding of 5 million 265 thousand soms is planned for the replacement of windows and doors at secondary school No. 77 named after Hamza.
The funding request was submitted by the leadership of the Datka rural administration, and the funds will come from a shared (incentive) grant. According to data posted on the "Open Budget" portal, the local budget of the mayor's office has allocated 1 million soms for 2025, while an additional 4 million 265 thousand soms is needed to obtain the shared grant.

Problem:
Secondary school No. 77 named after Hamza, built in 1975, currently serves 1,357 students. The condition of the doors and windows in the educational institution leaves much to be desired: multiple paint jobs and minor repairs have failed to prevent the deformation of frames, broken glass, and difficulties in closing windows. During the winter, this creates uncomfortable conditions for students and contributes to the spread of illnesses.
The doors have also been repaired multiple times and locks replaced, but they are now almost completely worn out, negatively affecting the educational process. Low temperatures in the classrooms adversely impact students' attention and material retention. Teachers are hindered by drafts and noise coming through the old structures, making it difficult to conduct lessons effectively.
Additionally, insufficient heating leads to the deterioration of walls, which quickly develop cracks, worsening the appearance of the building. A complete replacement of windows and doors seems to be the only solution for creating a comfortable atmosphere in the school and ensuring quality education even during the winter months.

The Datka rural administration is an administrative unit in the Kara-Suu district of the Osh region, established in 1996. The administrative center is the village of Shark.

Composition of the rural administration:

1. Village of Shark – the largest village.

2. Village of Tashtak – the second largest.

3. Village of Madaniyat – medium-sized.

4. Village of Top-Terek – small.

5. Village of Medrese – tiny.

6. Village of Furkat – a significant settlement.

The population of the region shows steady growth: in 2024 it was 50,146 people, and by 2025 it increased to 51,260. This growth is due to both natural population increase and migration from other areas.

Geography and Climate

The Datka rural administration is located at an altitude of 1,000-1,100 meters above sea level, and it has a predominantly dry continental climate. Summers are hot, and winters are moderately cold, creating favorable conditions for agriculture and livestock breeding.

Economic Structure

The main sectors of the economy are agriculture and livestock breeding. The village has grain storage facilities, wheat processing points, and food industry enterprises, as well as small manufacturing enterprises and workshops.

Demographics

The region is characterized by a multinational population. The main groups include:

• Uzbeks – over 34,500 people,

• Kyrgyz – about 12,700 people,

• There are also Russians, Azerbaijanis, Tatars, Uighurs, and other ethnic groups.

This ethnic diversity is linked to historical migration processes.
