Sadyr Japarov approved a new presidential standard

The President of the Kyrgyz Republic, Sadyr Japarov, has issued a new decree that clarifies the use and status of the state standard of the head of state.

According to this decree, the standard becomes a symbol of presidential power and a distinctive sign for the president. It is presented at the moment of taking office.

The original standard will be kept in the president's working office at his residence in Bishkek. Duplicates will be installed on the buildings of the residences during the head of state's stay, as well as on his vehicles alongside the national flag. The use of duplicates is also permitted at official events involving the president.

The Presidential Administration has been tasked with producing the original standard, its duplicates, and the flagpole.

According to the new decree, the decree of the Provisional Government dated July 1, 2010, regarding the distinctive symbols of the president of the Kyrgyz Republic has been revoked.

Technical specifications of the standard of the President of the Kyrgyz Republic:

1. Description of the standard of the President of the Kyrgyz Republic

The standard of the president consists of a red banner that corresponds to the color of the State Flag of the Kyrgyz Republic. The banner is framed with a golden ribbon 50 mm wide and adorned with tassels. The width of the banner is three-fifths of its length.
In the center of the banner, there is a golden circle with a diameter equal to three-fifths of the width of the flag.
Inside this circle is depicted a white falcon with outstretched wings against the backdrop of a lake, the Ala-Too mountains, and a rising sun with golden rays, rendered in the style of the State Emblem of the Kyrgyz Republic.
Along the circumference of the golden circle is an inscription in golden letters: “Кыргыз Республикасынын президенти,” the height of which is one-seventh of the diameter of the circle.
On the flagpole, there is a silver clasp engraved in the state language with the surname, first name, and patronymic of the president, as well as the date of his election.
The standard must comply with the samples, colors, and schemes specified in Appendix 1 to this technical specification.
2. Description of the finial of the standard of the President of the Kyrgyz Republic

The finial of the standard is made of golden-colored metal and includes an image of the main tamga of the ancient Kyrgyz people, a support, a globe, and a white falcon - Ak Shumkar, which are located inside the peak of the flagpole, resembling a spearhead. The standard dimensions of the finial are: height — 0.3221 m, width — 0.18 m.
The finial is a metal tip secured to the flagpole with a sleeve. Historically, such finials were made from precious metals among the Kyrgyz. In the epic "Manas," it is mentioned: "Golden crescent, red banner, Striking, thunderous noise." During wartime, it served as a spear, and in peacetime, it symbolized triumph and grandeur.
The tamga is a symbol of independence and justice of the ancient Kyrgyz.
The globe symbolizes peace and hospitality, as well as uniting humanity.
The support in the epic "Manas" is described as something that connects heaven and earth, and the ancient Kyrgyz considered themselves the support of the people, taking on the responsibility for the common welfare. The tamga, globe, and Ak Shumkar rest on the support.
Ak Shumkar — the white falcon, embodies freedom and justice.
The finial of the standard must meet the requirements for samples and sizes specified in Appendix 2 to this technical specification.
