The punishment was the result of a complaint from Kamchybek Asanov, who claimed that during the election campaign, Joroev distributed money to voters, thereby violating the law. He called on the authorities to take action against the candidate.
Meanwhile, a complaint was also submitted by Baymurat Bekmuratov, who claimed that Asanov was spreading materials with "elements of black PR" that dishonored the candidate. This complaint also contained a request for measures against Asanov.
During the interrogation at the Internal Affairs Department of the Leilek District, it was established that the citizens mentioned in Asanov's statement had repeatedly received money transfers that were unrelated to the election campaign. It was also revealed that Asanov himself received cash from Joroev's election headquarters, which could lead to legal consequences under election legislation.
According to the law, a candidate's registration may be canceled if he uses funds exceeding 0.5% of the total amount of contributions to his election fund.
During the investigation, it was found that Joroev's fund amounted to 1,871,420 soms, while as of November 24, the total amount of funds was 6,869,420 soms.
The working group of the CEC conducted a survey of all participants, and Asanov himself confirmed that he received 10,000 soms from one of Joroev's campaign staff.
As a result, a decision was made to punish the authorized representative, while the candidate himself received only a warning.
