Established on March 30, 2023, according to the Cabinet of Ministers' resolution No. 176, the state enterprise "Kyrgyzpharmacia" is responsible for supplying medicines and medical products to state medical institutions and the population at affordable prices. In 2024, it was planned to generate revenues of 4.99 billion soms, while expenses amounted to 4.84 billion soms, with actual revenues reaching 5.63 billion soms.
The audit revealed violations in the processes of procurement, storage, and accounting of medicines and medical goods. In particular, deficiencies in needs planning, issues with the economic efficiency of purchases, and discrepancies between accounting and warehouse records were noted.
Additionally, instances of incomplete compliance with public procurement procedures, an increase in accounts receivable and payable, as well as the expiration of some medicines were recorded. The "El Aman" branch showed deficiencies in inventory management and labor payment issues.
As a result of the audit, the Accounts Chamber recommended improving budget discipline, strengthening internal control, optimizing procurement and accounting processes, and addressing the identified violations. Some amounts need to be returned to the budget.
The Accounts Chamber emphasized that the implementation of these recommendations should contribute to enhancing the efficiency of the state enterprise "Kyrgyzpharmacia," ensuring uninterrupted supplies of medicines, and the rational use of budget funds.
