Graduated from Kazan State University (1979), where he also completed his postgraduate studies (1982). Worked as a teacher, senior teacher, associate professor, head of the department, deputy dean of the Faculty of Law at KSU, director of the Institute of State Law of the National Academy of Sciences of the Kyrgyz Republic, dean of the School of Diplomacy and International Law at MUK, professor at IPPKK KGNU, and since 2000 - professor at KTU "Manas".
Specialist in the field of international public law and constitutional law. Academician of the International Public Ayitmatov Academy (1994). Published more than 90 scientific works, including 6 monographs, 16 textbooks, and educational-methodological manuals. Under his supervision, 2 candidate dissertations have been defended.
