According to Osmonbekov, despite regular calls to return home and find work, the existing conditions do not facilitate this. He proposed creating a short number at the Ministry of Labor that would collect information about job vacancies throughout Kyrgyzstan, so that migrants could easily find work in any region.
The delegate also suggested introducing special benefits for compatriots when obtaining state mortgages. He noted that many are unable to make the initial payment of 50%. Osmonbekov proposed collaborating with the National Bank to reduce the down payment to 10-20%, which could help in the return of migrants to Kyrgyzstan.
In addition, the delegate called for supporting cooperation between investors and compatriots within the framework of the "1+1" project across all regions and creating conditions for attracting investments through local administrations and ministries. He also suggested organizing meetings with migrants and compatriots twice a year for experience exchange.
Osmonbekov also drew attention to the visa policy of the Russian Federation, which limits the stay of business compatriots in the country to 90 days a year. He proposed discussing the possible abolition of the visa regime for those arriving on private visits.
The delegate highlighted the problem of educating the children of Kyrgyz migrants in Russian schools, caused by a lack of knowledge of the Russian language. In this regard, he proposed jointly with the Ministry of Education to open Russian language courses for migrant children.
Furthermore, Osmonbekov called for the opening of a representative office of the Ministry of Health in Russia, where about 600,000 compatriots live who need support. He noted that the representative offices of the Ministry of Labor and the Ministry of Migration are already successfully operating in the Russian Federation.
