Kyrgyzstan has implemented an electronic permit system for cargo transportation with China

Since the beginning of 2026, Kyrgyzstan has started using the electronic system e-Permit for issuing permits for international road freight transport, including routes with China. This information was announced by the Ministry of Transport and Communications.

According to official data, local carriers are already conducting freight transport not only with China but also with Uzbekistan, Turkey, and Azerbaijan, using the new electronic permits.

E-Permit (from English Electronic Permit) is a modern electronic platform designed to automate the processes of issuing and verifying permits for international freight transport.

The ministry noted that the launch of the e-Permit system has significantly simplified the exchange of permitting documents. Now, carriers can submit and send applications online, avoiding the need for personal presence and waiting in queues, which has substantially reduced the time for service delivery.

Previously, the parties exchanged permits in paper format annually. In 2025, 130,000 such documents were exchanged between Kyrgyzstan and China, which required significant budget expenditures for preparation and delivery.

The agency emphasized that the new system aims to increase transparency, reduce budget costs and corruption risks, as well as to develop international road transport.

It is expected that with the implementation of the electronic permit system, over 500 million soms will be added to the state budget in 2026.

Recall that in October 2025, the cabinet of ministers allocated 7 million 900 thousand soms for the development and implementation of the e-Permit system in cooperation with China.
