At the meeting of the Kara-Kul City Council, held on February 24, 2026, the budget for 2026 was approved.

During the XIV session of the IX convocation, the deputies officially endorsed the main financial document of the city for 2026 and the forecast indicators for 2027 and 2028.

According to the adopted resolution, the total volume of the balanced budget will amount to 268 million 734.1 thousand soms, which exceeds the initial forecasts of the republican budget by 2 million soms, thanks to increased plans for the collection of municipal land rents.

The document emphasizes financial discipline and social protection. In 2026, funding will be prioritized for "protected items," such as salaries, contributions to the Social Fund, food, benefits, and utilities.

Budgetary institutions are prohibited from reallocating more than 5% of their budget without the mayor's permission, and any changes to expenditure items require his personal consent.

The budget also includes emergency response mechanisms: a reserve fund of the mayor's office amounting to 2.7 million soms and an "inalienable reserve" of 300 thousand soms for eliminating the consequences of emergencies.

Personal responsibility for the execution of the revenue part and targeted use of funds is assigned to the leadership of the mayor's office, the city finance department, and the tax service. A specialized commission of the city council will monitor the transparency of expenditures and the implementation of the plan.

In addition, the deputies supported the extension of the city council resolution No. 187/39-8 dated September 5, 2024, concerning additional allowances for technical and service personnel of local government bodies for the years 2025-2026.

The issue of repealing the Kara-Kul City Council resolution No. 69/10-9 dated September 9, 2025, which concerned the approval for the construction of a social multi-storey building on a municipal plot of 1.37 hectares on Seraya Street, was also considered. A corresponding decision was made on this matter.

Furthermore, the City Development Program for 2026-2030 was approved.
