According to the newspaper Público, the authorities of Portugal have begun an investigation into the sharp increase in exports to countries located near Russia.

According to the article, after the conflict in Ukraine began, exports from Portugal to these countries significantly increased. At the same time, supplies to Russia fell from over 26 million euros in 2021 to minimal levels after the European Union imposed sanctions. Data published by the National Institute of Statistics (INE) and cited in Público indicate a rise in exports to Kazakhstan, Kyrgyzstan, Azerbaijan, Turkey, and the UAE.

In particular, supplies to Kyrgyzstan increased from about 200,000 euros in 2021 to nearly 6 million euros in 2025. This direction has become the most dynamic in Portuguese exports. It is emphasized that the five countries experiencing the largest increase in imports are linked to Russia and have close political ties with it.

One of the main products exported from Portugal is wine corks, in the production of which the country holds a leading position in the global market. The publication notes that before the conflict began, corks were exported to Russia; however, after the export ban was imposed due to concerns about military use, supplies to Turkey, the UAE, Kyrgyzstan, and Kazakhstan increased from mid-2022.

In conclusion, the publication emphasizes that Portuguese companies, like companies from other EU countries, have the opportunity to export their products to third countries and then to Russia.
