Food Security. How Kyrgyzstan is Increasing Food Independence



During a republican meeting dedicated to the socio-economic progress of the country, President Sadyr Japarov noted that Kyrgyzstan currently fully provides itself with six out of nine critically important food products. The head of state pointed out that achieving such results is a key aspect of ensuring the food security of the nation. While a large portion of these goods was previously imported, the republic aims for complete self-sufficiency in the remaining three categories in the near future.

Current Data

As reported by Uran Chekirbaev, head of the food security department at the Ministry of Agriculture of the Kyrgyz Republic, the republic successfully meets its needs for meat products, sugar, dairy products, eggs, potatoes, vegetables, and melons. However, dependence on imports remains for vegetable oil and flour, which mainly come from Russia and Kazakhstan, as well as citrus fruits, predominantly supplied from China.

The head of the department also noted that there has been significant progress in fruit production: since 2020, the level of self-sufficiency has increased from 15% to 51%. It is expected that by 2030, target indicators for fruit and vegetable oil production will be achieved.

Challenges in the Grain Sector

Nevertheless, the issue of self-sufficiency in flour remains open due to fierce competition. Chekirbaev noted that grain from Russia and Kazakhstan has higher gluten content and production volumes of hard varieties.

“In neighboring countries, large producers hold leading positions in this industry, while in Kyrgyzstan, small farms prevail. The small areas of crops lead to a higher cost of our grain, reducing its competitiveness,” he explained.
Uran Chekirbaev also added that the priority in this area will be the import of food wheat for further processing within the country. This will help meet domestic needs and create potential for exporting finished products.

Recommendations for Farmers and Government Support

Turatbek Idrisov, head of the plant growing, horticulture, and cooperation department, urges agrarians to focus on strategic crops: wheat, barley, potatoes, onions, and sugar beets, which hold an important place in the country's strategic reserve. Experts also highlight high-yielding areas for private agribusiness, such as the cultivation of raspberries and strawberries, as well as corn production. According to monitoring data, the demand for barley and corn is steadily increasing due to the growing livestock population in the republic.

To enhance farm efficiency, it is recommended to implement drip and sprinkler irrigation systems. The government actively supports such initiatives by providing subsidies and concessional loans with minimal interest rates.
