Parents of students at the school in Pristan-Przhevalsk on Issyk-Kul have reported an organized scheme of subordination of younger classes to older ones. They are requesting a meeting with the head of the State Committee for National Security.

In Karakol, at school No. 7 of the municipal territorial administration of Pristan-Prezhvalsk, representatives of the parent committee expressed concern about systematic violence occurring among students and the inaction of responsible authorities.

Maria Tsareva, one of the members of the parent committee, reported the creation of a so-called "system" within the educational institution, where high school students use physical force against younger students and engage in extortion of money. Parents of the students insist on a meeting with Kamchybek Tashiev, the Deputy Chairman of the Cabinet of Ministers and head of the State Committee for National Security (GKNB).

According to Tsareva, high school students from the 10th and 11th grades beat up younger students. Parents decided to hold a meeting and write statements. "Children report that they are beaten with sticks, forced to perform 'sharik', brutally beaten, and demanded money every week. I submitted an online statement to the GKNB, the General Prosecutor's Office, and the Ministry of Internal Affairs, and I hope that Kamchybek Tashiev will pay attention to this," she noted.

She also added that eight high school students were involved in these acts of violence. Parents are demanding a thorough investigation, and so far they have submitted four statements, with two more parents planning to do so in the coming days. "These teenagers have created their own 'system' and claim that they will stop their actions only if they 'break' our children," Tsareva emphasized. In this regard, parents are considering the possibility of temporarily transferring their children to distance learning until the investigations are completed.

She also noted that the statements are being considered separately, and each case is being handled individually.

As Tsareva reported, in early September 2025, one of the mothers approached her, stating that her child shared information about an existing unofficial "hierarchy" in the school, where younger grades, particularly the 9th grade, must obey high school students. "According to the child, there is a system of punishments and intimidation that creates an atmosphere of constant fear. The boy was so depressed by what happened that he spent the entire summer at home, hardly going outside. With the start of the new school year, the situation repeated itself, indicating its systematic nature," she said. After that, Tsareva contacted the class teacher, who advised her to contact the law enforcement authorities. However, the juvenile inspector only listened to the information over the phone and did not offer any measures.

Thus, the situation remained at the level of verbal communication, without any documentation or safety measures being implemented. According to students and some teachers, the school was aware of the existence of this hierarchy but did not take the necessary measures to eliminate it. Despite the administration's acknowledgment of the problem, it points to the complexities of "intra-settlement relations," which has led to the entrenchment of this situation. The school does not ensure the safety of students, lacking or not utilizing mechanisms to prevent pressure and violence. Reports from children indicated "punishments" such as beatings, intimidation, and threats. Representatives of the school and authorities claimed that parents had no evidence of violence from high school students, demanding that facts be provided," Tsareva's statement reads.

She also reported a new incident that occurred on November 1, 2025: one of the 9th-grade students was kicked in the solar plexus area outside the school grounds, but this was related to the atmosphere in the educational institution. "The next day, we learned about the planned 'punishment' of other students, and realizing the seriousness of the situation, parents decided to act independently. The mothers of the students, risking their safety, set up an ambush behind the school to prevent violence and identify the gathering place of the high school students. At the moment of the violence, they became witnesses and participants in stopping these actions. Later, juvenile affairs officers were called, and all participants were taken to the police, where the teenagers admitted their guilt and named the main organizer," she added.

Later, the press service of the Internal Affairs Directorate of the Issyk-Kul region confirmed the information about the received statement regarding intimidation and bullying among students. An initial investigation has been launched regarding this matter.

According to the statement, some high school students from school No. 7 named after Mendegul uulu Karach Ake threatened 9th-grade students. During the investigation, 10 students were interviewed in the presence of their legal representatives. The children claimed that they had not experienced any pressure.

School management, teachers, and the social educator were also questioned, confirming that some students had anxiety regarding high school students, but no facts of violence were recorded. Students were assigned a forensic medical examination, which they and their parents refused.

The applicant M.T. clarified the previously provided information, noting that some of it was inaccurate, and emphasized that she had no complaints about the actions of law enforcement agencies.

As a result of the investigation, the materials were sent to the territorial inspector of the juvenile affairs inspection of the Internal Affairs Directorate of the city of Karakol for necessary measures to be taken.

The Internal Affairs Directorate of the Issyk-Kul region reports that additional measures are currently being taken to prevent similar offenses.

According to the police, preventive measures to prevent offenses among students are regularly held in the region's schools.

The Internal Affairs Directorate of the Issyk-Kul region calls on parents to cooperate with law enforcement agencies and to immediately report any suspicious situations to ensure the safety of children.
