The CEC of the Kyrgyz Republic has given consent to bring two candidates for deputies — Gulnaz Khalilova and Lyra Akunova — to criminal responsibility.

Today, November 27, the Central Election Commission of Kyrgyzstan reviewed a request from the Main Department of Internal Affairs of Bishkek for permission to initiate criminal proceedings against a candidate for the Jogorku Kenesh.

The request from the Main Department of Internal Affairs was submitted to the CEC of the Kyrgyz Republic on November 26, 2025, which included a request for consent to criminal prosecution, detention, and arrest of the candidate from the multi-mandate electoral district No. 22, Lyra Akunova.

Currently, the Main Department of Internal Affairs of Bishkek is conducting an investigation into a criminal case regarding the bribery of voters, which is classified under part 2 of Article 196 of the Criminal Code of the Kyrgyz Republic.
According to the petition, during the investigative activities, it was established that close relatives of L. Akunova were transferring significant sums of money to certain citizens for the purpose of bribing voters. These actions took place within her election headquarters and under her control.

It should be noted that on November 26, 2025, L. Akunova herself submitted a statement to the CEC regarding her withdrawal from the elections. However, according to electoral legislation, this statement cannot be considered due to the expiration of deadlines.

In accordance with current legislation, the CEC of the Kyrgyz Republic granted the request of the Main Department of Internal Affairs of Bishkek for consent to criminal prosecution and other measures concerning candidate L. Akunova. A copy of the decision will be sent to both the Main Department of Internal Affairs and the candidate herself.

Also, on November 26, 2025, a similar petition was received by the CEC from the Sverdlovsk District Department of Internal Affairs of Bishkek regarding the candidate from the multi-mandate electoral district No. 24, Gulnaz Majitovna Khalilova. In this case, a criminal case is being investigated on the grounds of a crime provided for in part 1 of Article 196 of the Criminal Code of the Kyrgyz Republic.

The request states that G. Khalilova organized the work of her election headquarters for the purpose of bribing voters, using both her own efforts and representatives. Fake contracts were concluded with citizens, which were actually aimed at bribery (2,000 soms per vote). During searches, funds intended for bribing voters were discovered: 40,000 soms, as well as 80,200 dollars, 116,000 soms, and 29,500 soms.

Individuals who were found with these funds and who supported G. Khalilova were charged, and a preventive measure in the form of a travel restriction was imposed on them.

Based on the above, the CEC of the Kyrgyz Republic also granted the request of the Sverdlovsk District Department of Internal Affairs for consent to criminal prosecution of candidate Gulnaz Majitovna Khalilova. A copy of the decision will be sent to the Sverdlovsk District Department of Internal Affairs of Bishkek and to the candidate herself.
