Kyrgyzstan Established Requirements for High-Risk AI Systems
The resolution signed by the Prime Minister of Kyrgyzstan, Adylbek Kasymaliev, aims to establish requirements for assessing the risks of artificial intelligence systems, as well as to regulate high-risk AI.
This document was adopted in accordance with the provisions of the Digital Code and establishes standard rules for risk management in the field of AI.
Within the framework of the resolution, five main blocks of requirements are highlighted.
Criteria are established for assessing the risks of AI systems and requirements for risk management for high-risk technologies.
The main characteristics of these systems are also defined, which must ensure transparency, clarity, controllability, accuracy, reliability, and digital resilience.
Furthermore, the requirements concern the quality of digital data and the content of technical documentation for high-risk AI systems.
AI owners in Kyrgyzstan, regardless of ownership forms and departmental affiliation, must assess the risks of their solutions at various stages of the life cycle, using their own methodologies developed in accordance with the established requirements.
If the system is classified as high-risk based on the assessment results, all mandatory norms apply to it.
For high-risk AI, owners are required to implement and maintain a risk management system throughout the entire operational period, adhere to technical and organizational requirements, and prepare the necessary technical documentation. These documents must be posted on the owner's official website, and other materials provided for by the Digital Code and the resolution must be made available in the prescribed manner.
Control over the implementation of this resolution is entrusted to the Department for Monitoring the Implementation of Decisions of the President and the Cabinet of Ministers of the Kyrgyz Republic. The resolution will come into force 15 days after the enactment of the Digital Code.
